AI-Created Image Harm Is Emerging as a Security Concern; Organizations Need to Prepare

We have witnessed a familiar pattern in cybersecurity: new technologies lower the cost of attacks, bad actors respond swiftly, and organizations struggle to keep pace. AI-generated image-based harm follows this same trajectory, reminiscent of earlier threats like phishing, credential theft, and ransomware. However, the acceleration of this trend is alarming.

What sets this issue apart is not the technology itself, but the specific individuals affected and the rapid spread of damage. These incidents often target students and private individuals, leading to immediate repercussions. Confusion, distress, and reputational harm can escalate within hours, or even minutes. By the time traditional response mechanisms are activated, significant damage has often already occurred.

The reality is that organizations are facing this challenge right now, and the window for an effective response is shrinking. Leaders must make decisions rapidly, often without a clear strategy or established procedures. This situation raises concerns about safety, risk management, and security.

Creating AI-generated manipulated images is becoming increasingly easier, while detection methods lag behind. When incidents occur, the first call typically goes to a school principal, HR leader, campus safety officer, or corporate security team, who are suddenly expected to respond effectively.

Unfortunately, most organizations are not prepared for these urgent situations.

Why the Law Is Struggling to Keep Up

Many laws governing nonconsensual intimate imagery were established before generative AI tools became widely accessible. These laws generally assume the existence of an original image and a clear act of misuse, which does not apply neatly to AI-generated content.

When an image is entirely synthetic, victims often struggle to identify clear legal remedies. This uncertainty complicates and delays responses at critical moments. Legislative efforts, such as the DEFIANCE Act, represent important steps toward updating these definitions and acknowledging the realities of AI-generated harm.

However, legal processes inherently operate on a slower timeline, while AI-generated harm escalates much more quickly. This discrepancy creates operational challenges for organizations. A response must occur before legal statutes are applied, before a court gets involved, and often before a platform takes action. Thus, preparedness must precede any formal legal process.

The Real Challenge Security Teams Face

Most platforms and institutions are not adequately equipped to respond to AI-generated image-based harm at the necessary speed. Moderation systems depend on reports, manual reviews, and known content signatures. However, AI-generated images can be endlessly altered, making detection inconsistent and often leading to the removal of content only after it has already circulated widely.

From a security perspective, the first 24 hours following an incident are crucial. It is during this period that uncertainty compounds and harm accelerates. In schools, this critical window coincides with class schedules and social media activity. In businesses, it quickly engages HR, legal, communications, and security teams simultaneously.

When these situations arise, common questions frequently emerge: Who is responsible for the response? What actions should be prioritized? How can we best support the affected individual? When should we escalate the situation?

If these answers are not predefined, responses slow down and risks increase.

What Preparedness Actually Looks Like

Organizations should treat AI-generated image-based harm like they would any other emerging risk: with clarity, controls, and training.

Start with ownership and basic readiness:

  • Assign a clear owner to coordinate the response across security, legal, and leadership teams.
  • Make reporting simple and non-punitive, encouraging students or employees to come forward early.
  • Ensure coverage extends beyond normal business hours, as incidents can occur at any time.

Then focus on the first day. Speed matters:

  • Document what happened and preserve evidence without exacerbating harm.
  • Involve legal and communications teams early to prevent rumors and screenshots from spreading.
  • Utilize pre-identified platform reporting channels to initiate takedowns swiftly.

Finally, invest in prevention through education:

  • Train individuals for awareness using realistic scenarios and decision-making, rather than technical details.
  • Encourage people to pause, verify, and escalate to the appropriate person instead of reacting impulsively.
  • Promote dignity-first messaging so that responses protect both the individual and the organization.

This Is a Leadership Issue

One consistent challenge security teams face is overconfidence. Many believe they can easily identify manipulated images. Unfortunately, that assumption is becoming less reliable as technology advances.

For leaders, this situation necessitates a broader definition of safety. Protecting systems alone is no longer sufficient. The duty of care now extends beyond physical safety to encompass digital dignity and well-being, especially for students and younger populations.

This is not about instilling fear, but rather about embracing responsibility.

The Path Forward

AI-generated image-based harm is not a distant concern. It is currently impacting schools, campuses, and organizations across the board. Legislative efforts like the DEFIANCE Act are necessary and welcome as they establish important protective measures.

However, security leaders cannot afford to wait for regulations to catch up.

Preparedness requires clear ownership, response plans, and training to be in place before the first incident occurs. Organizations that manage this effectively will be the ones that respond quickly, communicate clearly, and prioritize the needs of those they are responsible for protecting.

The technology will continue to evolve, and security leadership must evolve alongside it.
